Comments to the Copyright Office on PROs

This letter is NITO’s comment to the U.S. Copyright Office arguing that live performance royalty collection by PROs (ASCAP, BMI, SESAC, GMR) is inefficient and unfair — often charging artists to perform their own music due to poor data collection and fragmented reporting systems. NITO calls for venues (not artists) to bear licensing costs, minimum standards for new PROs, a unified reporting system and direct licensing options.
